How to Submit Testimony at the Honolulu City Council

Council/Committee meetings enable the City Council to receive and consider public input before making decisions on city issues.

Public attendance is welcomed and encouraged at all Council meetings. Express your concerns and opinions on topical subjects at meetings, or keep the Council informed of additional matters that require attention by contacting your councilmember.

 

Public Hearings

Public hearings are held to gather the public’s input on a matter so that the public interest and sentiments guide Council decisions.

Certain matters require public hearings before final Council action can be taken, including:

  • the executive and legislative budgets;

  • the real property tax rate;

  • proposed improvement district projects;

  • zoning ordinances; and

  • the General Plan, Development Plans, and revisions or amendments to these.
